[postgis-devel] Docker development image

Hi -

I was interested in doing some development on PostGIS and created a
Dockerfile that others may find useful:
https://github.com/mattyb/docker-postgis-dev

You can checkout trunk inside the repo. Running `docker build .` will
compile your trunk directory and load a sample of tiger data (CT).

Hope it's helpful for others who want to contribute! If nothing else, it's
a tested list of packages you need to add to ubuntu to start developing.
