[postgis-devel] Translation updates

The bad thing is that Transifex changed it's interface a while ago. It's
pretty annoying to locate that option.

strk, if you wish I can track that information down and add it to the
HOWTO_RELEASE. I'll only be able to do it tonight, but I think I can finish
this today.
