[postgis-devel] PostGIS dependency CharLS was retired in EPEL

Hi,

I suspect the issue is rather with GDAL. CharLS is an optional (and not very 
popular as far as I know) dependency of GDAL. GDAL can certainly be rebuilt 
without it.
