[postgis-devel] Docs broken for other languages

Good news. We are up and running the new docs.

I have to install gnome-doc-utils to use the po2xml util.

I guess that we do need some work on the readme with this. I'll try to add
this to the docs readme.

Are we accepting PRs on github?
