[postgis-devel] generated SQL scripts unusable due to escape characters

Dear Postgis developers,

due to some bashisms in Makefiles, the generated SQL scripts started
with an escape character in Debian 9 (AKA stretch) and fail to apply.
Attached is a patch fixing this.
