 For the lex, rules, gaz tables, I decided to just include those as part of
 the tiger install so that all extra that is needed is to install the
 address parser extension.

 I also added is_custom fields to the lex and gaz tables so people can add
 additional entries and on upgrade only flushes the out the ones that
 aren't custom.
