 No problems found with that file using GDAL 1.10dev and latest PostGIS in
 32 and 64 bit Linux and OSX.  I think something may be wrong with your
 windows env.  Multiple versions of the same library?  Multiple GDAL
 installed?  The error with creating a temp file usually is a sign that
 either there isn't enough storage space or there is some privilege issue
 going on (lack of privileges or trying to create the temp file in the
 wrong place).
