 I'm still puzzled why my windows 7 admin account that launches a
 development postgres process isn't immune to this (even when I use my very
 own mingw compiled postgres).  Anyrate I think we should just

 1) Switch this to a documentation issue and just put it in the FAQ as a
 none windows permission issue

 2) close this out and reopen a clean ticket (assuming you think redoing
 without VRT is better or even possible)
