 See how you like r11603 for handling the mixed-dimensions KML. Note it
 will still fail to detect multi-component geometries with different
 components having different dimensions (but this isn't a regression).

 About notifying not-strictly-valid I think raising a NOTICE is going to be
 the simplest implementation as it won't introduce any new parameter.
