 I think that error has nothing to do with the issue.  The dump itself
 causes a crash.  So I think that error is just because the output was
 partially created and did not complete.

 I put in http://www.bostongis.com/postgisstuff/bad_out.zip

 I thought it may have beeen the real admin vs. not real admin issue so I
 ran by "run as administrator" and got the same issue.  I'll try to run
 later without outdb to rule out outdb.  It could be still a security issue
 since it doesn't happen on my windows 7 and this server is pretty locked
 down (and on top of that has a VMWare trend micro virus scanning running
 on the VMhostware directly too so may have been smacked by the host
 itself)
