Comment(by pramsey):

 bison/flex are not requirements because their outputs are checked into the
 repository. The only time they should get called is if for some reason you
 update the lexer or parser (which you have no reason to do). And we do
 require the gnu tools (bison/flex) not the older (yacc/lex) ones.
