Comment:

 Should be fixed at r12711

 I'm running 4 different versions of mingw64 (don't ask) and I have all the
 libraries suffixed to match up with the mingw that generates it.  I missed
 a spot on the GDAL_DATA.

 (also have to fix in my postgresql env variable I think)
