 I've renamed the generic one to ST_Retile, and added a resampling
 algorithm optional parameter to both ST_Retile and ST_CreateOverview.

 Testcases for both functions are in place now.
 This is a good time for an interface review.

 For example, do we want any function also taking care of _creating_ the
 overview table (given the name contains the "create" word...)
