 Personally, I'd call it a bug.
 We've had this discussion in the past, and finally settled to accept such
 invalidity in WKB form but not in WKT form. The WKB acceptance was needed
 to make restoring dumps possible.

 I'm ready to re-open the discussion as nowadays we have GUCs (global
 unified configuration) that might be used to determine the behavior.
