Comment:

 I can't confirm UTF8 is broken in those files.
 And the gitlab mirror shows them fine:
 https://gitlab.com/postgis/postgis/blob/svn-trunk/authors.git

 The é in Nicklas name is correctly written with multibyte C3 A9, so this
 must be a trac issue.
