New description:

 pgAdmin4 1.0 will be launched around same time as PostgreSQL 9.6 and for
 windows packages will replace pgAdmin3.

 pgAdmin4 is a complete rewrite that is web-based, but uses Python Flask
 for giving a self-contained desktop experience.  That said now might be a
 good opportunity to throw in a PostGIS gui.

 Whoever does this need experience (or willing to gain experience) in

 Python, general web javascript (they use require.js, bootstrap for css,
 and of course a web mapping javascript kit like Leaflet or OL3).

 I'm thinking this may make a great GSoc project and for the next round, if
