 The attached
 [https://trac.osgeo.org/postgis/attachment/ticket/4104/rt_gdalwarp.patch
 rt_gdalwarp.patch] fixes the issue, but is likely only appropriate for
 systems with GDAL 2.3.0 and PROJ 5.1.0.

 The underlaying issue may be related to
 [https://github.com/OSGeo/proj.4/commit/0dc275a312c1b2ddefc066c66787eb8274d60f08
 pj_transform: reset error state before each call to pj_inv/pj_fwd] for
 which Even mentioned its affect on some gdalwarp scenarios.
