 The german translation "de" should be used and there is no need to merge
 it with de_DE.

 The pristine german translation de_DE was refused because of an
 announcement of "georgesilva" not to split efforts
 (https://www.transifex.com/postgis/postgis/announcements/5836/). So back
 then I copied the german translation "de_DE" over to "de" (the only one
 upgraded since then).
