 Hmm the pointcloud_formats issue, I recall someone complaining about it
 not properly backing up pointcloud_formats table.  There were two such
 instances

 https://github.com/pgpointcloud/pointcloud/issues/331 (still marked as
 open)

 and
 https://github.com/pgpointcloud/pointcloud/issues/197

 marked as closed.

 So my guess is your pointcloud_formats table is empty, try backing up just
 that from your PostgreSQL 11 and restoring just that table first before
 you restore your isochrone tables.

 You may need to upgrade your PostgreSQL 11 pointcloud to latest version --
 binaries here -
