I spent a very long time searching for proper computational geometry
code on the web.  There isnt very much that does complex things like
polygon intersection.  The code that does exist doesnt work all that
well (either it fails on 'funny' polygons, doesnt handle holes, the code
isnt being maintained, etc...).   

If you know of any specific implementations, I'd love to hear about
them.

This is the reason why I'm so interested in JTS.  They've spent a lot of
thought getting things right and, as far as I know, they do a better job
than SDE/Oracle.  Perhaps martin could explain?
