I only want now to tell you about twos freewares
envinst and pgsqvwin32.exe that you can download from 

http://www13.brinkster.com/vincenzog/isxart.asp?idart=38

and

http://www.unm.edu/%7Eefesar/pgsvc/index.html

Envinst.exe will help you to setup all your variable
environment PGHOST,PGPORT,PGHOME,PGDATA and your PATH

I just suggest you to write a batch file with

envinst -addval -name=PATH
-value=C:\pgsql75win\bin;C:\pgsql75win\lib; -prepend
envinst -setvar -name=PGDATA -value=C:\pgsql75win\data
envinst -setvar -name=PGHOME -value=C:\pgsql75win
envinst -setvar -name=PGPORT -value=5432
envinst -setvar -name=PGHOST -value=localhost



Pgsvcwin32 will help you to use postgresql as service
in XP, 2000 and WIndows NT

Download pgsvcwin32 and write a batch file with

pgsvcwin32_install
"C:\pgsql75win\psqlwin_svc\pgsvcwin32.exe"
"C:\pgsql75win\bin\postmaster.exe -D
C:\pgsql75win\data -i" "C:\pgsql75win\log\psqlwin.log"
"C:\pgsql75win\data\postmaster.pid"
