Ehmm.... the source document is the postgis.xml file distributed with postgis.
Best patches are those against the pgis_1_0 branch of CVS.
For head branch the USE_ICONV variable would be set by ./configure.
Note that in both cases USE_ICONV itself might fail (linking against
libiconv might be needed on some systems, and linkage might require
specific flags for other-then-GNU systems).
