Are you sure you got a full install on windows ? I used the Windoze installer and got this:
D:\psql\bin>dir

It sounds surprising to hear that psql and the other utilities are
missing on PostgreSQL/Windows.

Hmm, maybe CoLinux http://www.colinux.org/ or CygWin
http://www.cygwin.com/ can help you, too.
