Hi strk,

This sounds like the official PostgreSQL Win32 installer from
http://pgfoundry.org/projects/pginstaller. I do remember there was a
discussion on the list at the time about the different licenses, but it was
still agreed to include it as part of the official Win32 installer
regardless.
