You have to execute lwpostgis.sql and spatial_ref_sys.sql files on the
database you want to be GIS database.
These files are distributed with PostGIS, I don't know where are they on
windows distribution but read the docs or search your hard drive to find
them.
That's what I meant when I asked you if you turned the database into a GIS
database.
