[postgis-users] Adding raster overviews

Hey Paolo,

That ticket indicated that user didn't have the necessary privileges for
adding that constraint.  Once he used an account with the necessary
privileges, the error went away.

I can't provide more advice without knowing how you're calling
raster2pgsql and psql.
