[postgis-users] polygons/geometry files for European provinces?

Not all European countries have provinces, and the term "province" may have different meanings in different countries, both politically and geographically.
A common terminology is NUTS regions (http://en.wikipedia.org/wiki/Nomenclature_of_Territorial_Units_for_Statistics), which may be what you are looking for.
Alternatively, try openstreetmap, which has administrative boundaries up to municipality level for many European countries.
