work with 1.3 since as I recall, I don't think there is any binary dependency
between PostGIS and WKT Raster. So give those experimental ones a try with
your 1.3 install. But use the one that says for PostgreSQL

upgrade path and PostGIS 1.3 and PostGIS 1.4 can coexist on Windows -- so if you
wanted to give PostGIS 1.4 a try on a new database, you can install that as well
and it won't mess up your existing PostGIS 1.3 installs. I have both
