Try the 32bit one and set the path C:\Program Files\R\R-2.13.1\bin\i386 in your environment. Create new variable R_HOME value->C:\Program Files\R\R-2.13.1 Make sure that plr.dll is in C:\Program Files (x86)\PostgreSQL\9.0\lib. Restart postgres after that. If you receive errors check if you did not install it already by using plr_environ() in postgres. These are the few things I can think of.
