A web interface can be built to your specifications (such that little inherent GIS knowledge is required) but would probably require the services of a consultant. Since you’re in Minneapolis, you might check out <a href="http://www.flatrockgeo.com/">Flat Rock Geographics</a> as an example based in your backyard. You could also look at the list of companies that provide <a href="http://postgis.net/support">commercial support for PostGIS</a> (see heading Commerical Support) who likely have extensive experience
