The best solution would be to download the latest EPSG database,
and see if it has been corrected there.  If not, submit a change
request to the EPSG.  If so, just hassle me to refresh the epsg
definition file from the latest EPSG file.

As per the man page at:

  http://proj.maptools.org/man_cs2cs.html

Use the -f argument to change output formatting.

For instance:

cs2cs -f "%.5f" +proj=latlong +datum=WGS84 +to +proj=utm +zone=11 +datum=WGS84
-118 33
406582.22179    3651730.97411 0.00000
