[Proj] MGRS/USNG support?

The zone concept was my impression when I looked at the problem
several years ago.  Proj in it various forms deals with a point coordinate
and not a surface region.  That is, as I recall, the length of  the military
grid system string also determined the size of the cell referred to.

I think this is an apples-oranges issue.

Also, what is meant by the "U.S. National Grid?"
