Thanks for taking the time to shed some light on the matter of
transformation parameters for NL & BE.
I've already seen the publication from De Bruijne et alii.

One can buy a hardcopy or download a free PDF. It's a bilingual publication:
Dutch & English.
English title: "Geodetic reference frames in the Netherlands, Definition and
specification of ETRS89, RD and NAP, and their mutual relationships."
The new RD2004 is mentioned, but no actual transformation parameters are
given.
Currently the best freely available internet source for the problem at hand
seems to be the EPSG database.
