Correction to last email

proj_initstr will *not* be replaced with a macro in the near future.

the following is a little more elegant and handles general input
data, including DMS:

Remember the mantra:

     "CARTOGRAPHIC PROJECTIONS HAVE NOTHING TO DO WITH DATUMS"
