[Proj] bug in cs2cs or what?

The problem is that your first coordinate system does not have a datum
information. Use for instance:

cs2cs -f "%.4f" +ellps=WGS84 +proj=geocent +towgs84=0,0,0 +to ......

or

cs2cs -f "%.4f" +datum=WGS84 +proj=geocent +to ......
