[Proj] grid shift file installation on ubuntu

pkgsrc gets this right:

  $ cs2cs +proj=latlong +datum=NAD27 +to +proj=latlong +datum=NAD83
  -117 30
  117d0'2.901"W   30d0'0.407"N 0.000
  $ pkg_info |egrep proj-
  proj-4.7.0          Cartographic projection software
  proj-swig-0.02nb3   Guile and python wrappers for proj

(but surely in other areas ubuntu packages are better - I'm not trying
to dis ubuntu), and you can use pkgsrc on Linux and many other
platforms.  (It's the native packaging system on NetBSD and Dragonfly.)
This is a bit of work to get started with but then is helpful.
