[Proj] Geodesics in terms of elliptic integrals

GeographicLib now supports the solution of geodesic problems via
elliptic integrals.  For details, see

   http://geographiclib.sf.net/html/geodesic.html#geodellip

This allows geodesics to be computed on ellipsoids with 0.01 < b/a <
100.

I know this will seen useless to you earthlings; however the work was
done in response to a request from the European Molecular Biology
Laboratory to support measuring distances on the surface of ellipsoidal
molecules with b/a = 3.
