[PROJ] 6.3.x release schedule

Alan,

There are no immediate plans for further releases of the 6.3.x branch but
we will continue to backport bug fixes for the foreseeable future and will
likely issue a new release alongside 7.0.1. I don't know how long we will
be able to keep that up as backporting will become increasingly difficult
as time goes.
