[PROJ] About Mexican Geoid

The public domain nature is indeed probably at least true for the 
Mexico97 geoid as it's available from 
https://geodesy.noaa.gov/GEOID/MEXICO97/

And the xGEOID20 (although it doesn't seem the data available for 
download includes yet Mexico) also mentions Mexico (and has a contact 
information): https://geodesy.noaa.gov/web/news/xgeoid20-model.shtml
