The deliberation is with alignment of other forces impacting the software, especially as API producers and consumers. See http://utf8everywhere.org/ for some deeper discussion on the topic and reasons why projects like PROJ others have made the UTF choices they have.

btw, there's no such thing as 'casual' when it comes to UTF :)
