      The PROJ project has released a new GitHub release at

      but no new corresponding Zenodo record has been created at

      seems to have been disabled, although it was enabled last time. It
      seems something regularly disable repositories... ? I've just
      re-enabled it (as well as other repositories such as OSGeo/gdal
      and mapserver/mapserver that were disabled). Could you trigger the
      creation of a new record for the 9.4.1 release ? And what's the
      reason for this apparent disabling of repositories?  This isn't
      the first time it happens<br>
