[Proj4j] Update EPSG definitions

So far I've just been using the EPSG file which ships with PROJ.4.  I think
this is generated by a script, possibly from the CSV files that you mention.

I am reluctant to duplicate the scripting effort.  Can you check and see if
there's a new EPSG file in PROJ.4, which could just be dropped in?
