[Proj4j] ESPG:28992

The last update that I know about was for 
http://trac.osgeo.org/proj4j/ticket/15 back in May.  I believe you 
preformed a batch update from GDAL.

It appears to have been introduced then, in revision 2006.  Maybe it was 
in the pcs.csv or gcs.csv files that were used?
