[Proj4j] ESPG:28992

I've seen Dutch GIS data in both projections.
The first one you mention is newer and used in most recent RD GIS data.
Older data may conform to the second projection you mention. (or to the
even older EPSG:28991)
In an ideal world, i think the newer projection would have a different
EPSG code,
but there's too much data already in both projections all specified as
EPSG:28992.
