I've seen Dutch GIS data in both projections.<BR>
The first one you mention is newer and used in most recent RD GIS data.<BR>
Older data may conform to the second projection you mention. (or to the even older EPSG:28991)<BR>
In an ideal world, i think the newer projection would have a different EPSG code,<BR>
but there's too much data already in both projections all specified as EPSG:28992.<BR>
