[pygeoapi] [vote] approve budget for pygeoapi stickers

pygeoapi PSC:

As part of our OSGeo 2020 budget I would like order project stickers
based on [1] from Sticker Mule [2].  The cost for 1000 stickers (75mm x 75mm) is
$340 USD.  Note that there may be small adjustments to the cost based on
sizing/proofing.

I will have them sent to me and provide bulk amounts at the OSGeo Community
Sprint, FOSS4G-E and FOSS4G in Calgary, for others to distribute over time.

I will start with my +1.
