[pygeoapi] [vote] approve budget for demo hosting

Hi,

The first step is to get you covered from the pygeoapi budget.
We should then consider using some OSGeo resources (we can ask SAC) to 
host demo.pygeoapi.io

+1 to send an invoice to OSGeo Treasurer.
