[pygeoapi] multilingual support now in master

Hi all: as mentioned on Gitter, at long last we’ve merged the multilingual
support
PR as per [1].

Big thanks to everyone to Sander, Paul and GeoCat for this great
contribution and
to everyone who collaborated to help land this feature.

We may or may not have some bumps given the significant updates.  We will
also
need to think about setting up HTML template translations.

Congrats once again! pygeoapi can now provide in any language(s) you choose
:)
