[pygeoapi] pygeoapi GitHub Discussions now available

Hi everyone: please note that we have enabled functionality for pygeoapi
GitHub Discussions, as an additional collaborative tool for the community,
which can be found in [1].  General information about GitHub Discussions
can be found in [2].

I've kicked things off with an intro at [3]. Please feel free to introduce
yourself,
start discussions, bring forth ideas, etc.
