[pygeoapi] pygeoapi 0.12.0 released

The pygeoapi team announces the release of pygeoapi 0.12.0

This release adds significant updates based on the latest changes
to the OGC API - Processes and OGC API - Coverages specifications,
GZIP support, as well as numerous bug fixes and improvements.
